What is the cheapest paint I can fill paint balloons up with?

I want to get a group of friends together to have a paint balloon fight instead of paintballing like in the movie 10 Things I Hate About You, but what would be the cheapest paint i could buy and are there any places (in chicago area) that we could use for terrain like in the movie?
