Whats the best way to remove old wallpaper in manufactured home?

I have an 88 manufactured home that I'm remodeling. The old owener used wallpaper to texture the walls and painted over it. I want to remove it w/out ruinning the wall board behind it. I know there isn't actual drywall behind the walls, its too flimsy. I would like to not have to replace it. A lot of it is peeling off in thick layers but am not sure how to remove the parts that aren't. Any suggestions?
